{"id":21572,"date":"2024-01-29T11:16:37","date_gmt":"2024-01-29T16:16:37","guid":{"rendered":"https:\/\/www.ossoff.senate.gov\/?post_type=press-releases&#038;p=21572"},"modified":"2024-01-29T11:16:38","modified_gmt":"2024-01-29T16:16:38","slug":"chairman-ossoff-launches-inquiry-into-alleged-abuse-of-youth-in-juvenile-detention-facilities","status":"publish","type":"press-releases","link":"https:\/\/www.ossoff.senate.gov\/es\/press-releases\/chairman-ossoff-launches-inquiry-into-alleged-abuse-of-youth-in-juvenile-detention-facilities\/","title":{"rendered":"Chairman Ossoff Launches Inquiry into Alleged Abuse of Youth in Juvenile Detention Facilities"},"content":{"rendered":"<p><strong>Washington, D.C.&nbsp;<\/strong>\u2014 U.S. Senate Human Rights Subcommittee Chairman Jon Ossoff is launching an inquiry into alleged abuse of youth in juvenile detention facilities in Georgia and nationwide.<\/p>\n\n\n\n<p>Today, Chairman Ossoff launched an inquiry with the U.S. Government Accountability Office (GAO) into alleged abuse&nbsp;of youth in juvenile detention facilities and requested they review the state of federal oversight and conditions of incarceration at facilities nationwide.<\/p>\n\n\n\n<p>\u201cAccording to federal data, in 2019 about 36,000 juveniles were confined in more than 1,500 juvenile residential placement facilities across the United States,\u201d&nbsp;<strong>Chairman Ossoff wrote<\/strong>. \u201cState and local governments have a responsibility to ensure the safety and well-being of juveniles in such facilities, however, the federal government also plays an important role.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.ajc.com\/news\/atlanta-news\/three-children-die-in-juvenile-custody-in-georgia-in-recent-weeks\/7KCWT3YLT5A67MZTBHK46YZVQI\/\" target=\"_blank\" rel=\"noreferrer noopener\">According to&nbsp;<em>The Atlanta Journal-Constitution<\/em><\/a>, in 2022, multiple teenagers died in Georgia juvenile detention facilities in the span of just a few weeks. In addition, data from Georgia\u2019s Department of Juvenile Justice (DJJ) found that between 2015 and 2018, 3,400 youths in custody were physically assaulted and over 150 were sexually assaulted by other juvenile detainees,&nbsp;<a href=\"https:\/\/www.ajc.com\/news\/crime--law\/deadly-consequences\/kZuvlFOFT4hiUNxFZ83sKK\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to another AJC investigation<\/a>.<\/p>\n\n\n\n<p>In addition,&nbsp;<a href=\"https:\/\/www.nytimes.com\/interactive\/2022\/10\/29\/us\/juvenile-detention-abuses-louisiana.html\" target=\"_blank\" rel=\"noreferrer noopener\">an investigation<\/a>&nbsp;by&nbsp;<em>The New York Times<\/em>&nbsp;in 2022 highlighted allegations of gross mistreatment of youth in a state-operated juvenile detention facility in Louisiana, including numerous instances of physical abuse and sexual assault occurring over a 25-year period.<\/p>\n\n\n\n<p>Sen. Ossoff continues working to conduct vigorous oversight of conditions of incarceration.<\/p>\n\n\n\n<p>In 2022, Sen. Ossoff conducted multiple long-term investigations of the Federal prison system, including a 10-month bipartisan investigation into&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2022\/07\/26\/atlanta-federal-prison\/10151488002\/\" target=\"_blank\" rel=\"noreferrer noopener\">corruption, abuse, and misconduct at U.S. Penitentiary Atlanta;<\/a>&nbsp;a 10-month bipartisan investigation into&nbsp;<a href=\"https:\/\/www.hsgac.senate.gov\/subcommittees\/investigations\/hearings\/uncounted-deaths-in-americas-prisons-and-jails-how-the-department-of-justice-failed-to-implement-the-death-in-custody-reporting-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">uncounted deaths in America\u2019s prisons and jails<\/a>; and an 8-month bipartisan investigation into&nbsp;<a href=\"https:\/\/www.ossoff.senate.gov\/es\/press-releases\/watch-psi-chairman-ossoff-unveils-8-month-bipartisan-investigation-into-sexual-abuse-of-women-in-federal-prisons\/#:~:text=\" target=\"_blank\" rel=\"noreferrer noopener\">sexual abuse of women in Federal prisons<\/a>.<\/p>\n\n\n\n<p>Last year, Chairman Ossoff also&nbsp;<a href=\"https:\/\/www.ossoff.senate.gov\/es\/press-releases\/human-rights-subcommittee-chairman-ossoff-launches-inquiry-into-conditions-of-incarceration\/\" target=\"_blank\" rel=\"noreferrer noopener\">launched an inquiry<\/a>&nbsp;with the Department of Justice into conditions of incarceration in Georgia and nationwide and later&nbsp;<a href=\"https:\/\/www.ossoff.senate.gov\/es\/press-releases\/human-rights-subcommittee-chairman-ossoff-calls-for-civil-rights-investigation-into-clayton-county-jail\/\" target=\"_blank\" rel=\"noreferrer noopener\">urged Attorney General Garland to investigate<\/a>&nbsp;conditions at the Clayton County Jail.<\/p>\n\n\n\n<p>Following the conclusion of his investigations, Sen. Ossoff has also introduced several pieces of bipartisan legislation.<\/p>\n\n\n\n<p>In April 2023, Sens. Ossoff, Mike Braun (R-IN) and Senate Majority Whip Dick Durbin (D-IL), Chair of the U.S. Senate Judiciary Committee,&nbsp;<a href=\"https:\/\/www.ossoff.senate.gov\/wp-content\/uploads\/2023\/04\/HEN23326.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">introduced<\/a>&nbsp;the bipartisan&nbsp;<em>Federal Prison Oversight Act<\/em>&nbsp;to establish new, independent oversight of the Federal Bureau of Prisons (BOP).<\/p>\n\n\n\n<p>In July 2023, Sen.
